Pay satisfaction key driver of work-family conflict

ScienceDaily (Oct. 29, 2012) ? Employees who are more satisfied with their pay report lower levels of work-family conflict, a study by a University of Illinois labor and employment relations professor shows.

A worker's actual salary is as important as pay satisfaction in determining a worker's happiness, according to the research by professor Amit Kramer.

"Pay, as you might expect, is a relative thing," Kramer said. "I think most people would agree that a certain level of pay that allows you to meet your needs is critical. However, beyond that level, relative pay becomes an issue and with it, perception of pay or pay satisfaction."

Kramer, who co-wrote the study with Devasheesh P. Bhave, of Concordia University, and Theresa M. Glomb, of the University of Minnesota, says once workers achieve this "sufficient" level of pay, they shift their reference point from what their actual pay allows them to do, to other social reference points such as how much their peers are paid.

"It becomes 'my pay' compared to others; 'my pay' compared to the effort I invest; 'my pay' compared to the things I give up and miss in life for the opportunity cost of working," he said. "Organizations believe that actual pay is the No. 1 incentive for employees. While this may be true for some employees, for others the social aspects of pay and the things they perceive to be sacrificing for pay are stronger or act as additional incentives and disincentives."

The effect of a pay raise on pay satisfaction only has a moderate relationship, Kramer says.

"I'm not sure that the effect of a pay raise lasts very long," he said. "It might have a short-term effect on pay satisfaction, but individuals are likely to regress to their initial pay satisfaction level over time. As an example, when employees change jobs, they re-evaluate their pay and are more likely to change their pay satisfaction, not necessarily because they get a raise, but because of the social aspect of pay. And the way individuals evaluate their pay is by comparing their pay relative to their co-workers' pay, relative to the effort they put in, and relative to what they sacrifice in order to work."

According to the study, even highly compensated employees report high work-family conflict because they, too, can perceive pay inequity among colleagues. So what can employers do -- if anything -- to increase pay satisfaction among employees?

A lot, Kramer says.

"If employees perceive work as a sacrifice they have to make, then the work environment itself is not ideal," he said. "If employers can understand the trade-offs employees perceive to be doing -- sacrificing family for work, for example -- then they can offer different work arrangements and policies that compensate for that. Flexible work arrangements, paid vacation days and compressed workweeks would be good examples of this. It also might be ideal to tailor policies and benefits based on different needs of employees, since each employee will perceive that they are making different trade-offs."

The only downside to such benefits is that they're expensive, and they usually can't be offered to all employees, Kramer says.

"Firms will usually only offer these type of working arrangements to workers who are expensive to recruit, retain and replace -- the high-performing, star employees," he said.

With Americans among the world leaders in hours worked and worker productivity, Kramer says the research speaks to the need for more family- and life-friendly policies in the workplace.

"In a time when the boundaries between work, life and family are so blurred with the increased use of technology that allows many employees to work everywhere, anytime, I think employers should consider offering flexible work arrangements to employees who can perform their work off-site and off-schedule," he said. "That type of a flexible policy that would allow all employees -- not just those with families -- to better balance work, family and life demands as they see fit."

Family demands can come from many different sources, all of which require different kinds of flexibility, Kramer says.

"Young children demand more emergency-type flexibility -- for example, leaving work on short notice to pickup a sick child from day care, or staying home with a sick child," he said. "Older children require more 'planned' flexibility -- for example, a week of college visits -- while elder parents, like young children, need more short-notice, emergency-type flexibility."

The study will be published in the Journal of Organizational Behavior.

Brain circuits run their own clocks

Timing is everything. But exactly how the brain keeps time, which it does very well, has been something of a mystery.

One widely held theory suggests that a single brain region acts as a centralised timekeeper ? possibly in the basal ganglia or cerebellum. However, a study now suggests that timekeeping is decentralised, with different circuits having their own timing mechanisms for each specific activity. The finding could help explain why certain brain conditions affect our sense of timing, and even raise the possibility of artificially manipulating time perception.

Geoffrey Ghose and Blaine Schneider, at the University of Minnesota in Minneapolis, investigated timing in the brain by training two rhesus macaques to perform tasks in which they moved their eyes between two dots on a screen at regular 1-second intervals. There were no external cues available to help them keep track of time.

After three months, the monkeys had learned to move their eyes between the two dots with average intervals of 1.003 and 0.973 seconds, respectively.

The researchers then used electrodes to record brain activity across 100 neurons in the lateral intraparietal cortex ? associated with eye movement ? while the monkeys performed the task.

The activity of these neurons decreased during the interval between each eye movement, and the rate of decrease correlated with the monkeys' timing. Using this information, Ghose and Schneider were able to predict the interval between eye movements by measuring the preceding decay rate. For example, in one task, a slower rate of decrease in the neurons' activity corresponded with a macaque overestimating of the length of a second. Likewise, if neuron activity decreased at a faster rate the monkeys moved their eyes before a second was up.

The researchers now want to study what goes on in this brain area while the monkeys are learning the task, to work out how these time intervals arise. This may help our understanding of why people with brain lesions or Parkinson's can have difficulty keeping time, says Ghose.

As well as indicating that brain circuits may have their own ability to keep time, the results also hint at how our perception of time can be altered during high emotional states.

Stress is associated with changes in the amount of neuromodulators such as adrenalin present in the brain. Adrenalin is known to affect the rate of decay of neuronal activity. "And in our model, a change in the activity decay rate is all you need to have a different sense of 'what time' it is," says Ghose. It might be possible to tweak an individual's sense of timing by altering these signals, he says.

The results support the idea that local neuron populations govern timing behaviour, says Catherine Jones at the University of Essex, UK. "Given the promising findings, it would certainly be of value to investigate human performance on this task."

Recovery efforts are now in full swing for victims of Hurricane Sandy, which has left at least 55 people dead on the East Coast and knocked out power for millions of others. To make matters worse, many found themselves without cell phone or broadband service, both of which may sound like luxuries, but are capable of relaying critical emergency information in times like this. According to the Federal Trade Commission (FCC), Sandy took down 25 percent of the cell towers in 158 counties in 10 states sprawling from Massachusetts to Virginia.

"Our assumption is that communications outages could get worse before they get better, particularly for mobile networks because of the flooding and loss of power," FCC Chairman Julius Genachowski said during a conference call, according to CNet.

Sandy took a similar toll on cable networks, leaving 1 in 4 without broadband service. While the initial damage is done, it could be several days or even weeks before services are fully restored, due to the loss of power.


"We've seen broadband and social media continue to play an important role in communication for people during this storm," Genachowski added. "Social media is a critical platform for sharing information with loved ones. And it's been vital in keeping those other communications networks open for first responders."

Even some 911 call centers were affected, though the FCC says it was limited to just a few. Some of the affected call centers had their calls rerouted to a backup center, though in some cases it was without the automatic location information that they usually receive.

Smart as a bird: Flying rescue robot will autonomously avoid obstacles

ScienceDaily (Oct. 30, 2012) ? Cornell researchers have created an autonomous flying robot that is as smart as a bird when it comes to maneuvering around obstacles.

Able to guide itself through forests, tunnels or damaged buildings, the machine could have tremendous value in search-and-rescue operations. Small flying machines are already common, and GPS technology provides guidance. Now, Ashutosh Saxena, assistant professor of computer science, and his team are tackling the hard part: how to keep the vehicle from slamming into walls and tree branches. Human controllers can't always react swiftly enough, and radio signals may not reach everywhere the robot goes.

The test vehicle is a quadrotor, a commercially available flying machine about the size of a card table with four helicopter rotors. Saxena and his team have already programmed quadrotors to navigate hallways and stairwells using 3-D cameras. But in the wild, these cameras aren't accurate enough at large distances to plan a route around obstacles. So, Saxena is building on methods he previously developed to turn a flat video camera image into a 3-D model of the environment using such cues as converging straight lines, the apparent size of familiar objects and what objects are in front of or behind each other -- the same cues humans unconsciously use to supplement their stereoscopic vision.

Graduate students Ian Lenz and Mevlana Gemici trained the robot with 3-D pictures of such obstacles as tree branches, poles, fences and buildings; the robot's computer learns the characteristics all the images have in common, such as color, shape, texture and context -- a branch, for example, is attached to a tree. The resulting set of rules for deciding what is an obstacle is burned into a chip before the robot flies. In flight the robot breaks the current 3-D image of its environment into small chunks based on obvious boundaries, decides which ones are obstacles and computes a path through them as close as possible to the route it has been told to follow, constantly making adjustments as the view changes. It was tested in 53 autonomous flights in obstacle-rich environments -- including Cornell's Arts Quad -- succeeding in 51 cases, failing twice because of winds. The results were presented at the International Conference on Intelligent Robots and Systems in Portugal Oct. 7-12.

Saxena plans to improve the robot's ability to respond to environment variations such as winds, and enable it to detect and avoid moving objects, like real birds; for testing purposes, he suggests having people throw tennis balls at the flying vehicle.

The project is supported by a grant from the Defense Advanced Research Projects Agency.

Ukraine elections confirm divisions over Russia, Europe

The party of Ukraine's incumbent President Viktor Yanukovych looks on track to win a majority in the 450-seat State Rada, or parliament, after a hard-fought election campaign that seems to have done little more than confirm the hard, enduring political divisions between the country's Ukrainian-speaking Europe-leaning west, moderate center, and the Russian-speaking and Moscow-oriented east.

But there remain serious differences over whether the campaign and Sunday's voting were free and fair. If doubts linger about the election, Mr. Yanukovych faces a more difficult time signing an economic agreement with the European Union ? a key part of the government's aspirations to become less reliant on Russia.

The 56-nation Organization for Security and Cooperation in Europe, which fielded the largest team of international observers, reported Monday that while election day was calm and peaceful, the campaign was distorted by "a tilted playing field" in favor of Yanukovych's Party of Regions, and that vote-counting was marred by "a lack of transparency."

"Ukrainians deserved better from these elections. The [excessive role of money in] the whole process meant that citizens lost their ownership of the election, as well as their trust in it," said Andreas Gross, the Head of the Parliamentary Assembly of the Council of Europe (PACE) delegation. "Unfortunately, the great democratic potential of Ukrainian society was not realized in yesterday's vote."

Many Ukrainian observers made similar judgments.

"I've been analyzing election campaigns for 20 years, and I have never seen so many massive falsifications. It's clear that we have a general crisis of our state institutions," says Viktor Nebozhenko, director of Ukrainian Barometer, a Kiev-based political consultancy.

"This election campaign was a cold civil war, with all against all, and the authorities coming out as the only winners," he adds.

Some observers dissented from the OSCE view. Several dozen European parliamentarians and other experts with the European Academy for Election Observation insisted they saw no systematic violations that would call the result into question.

"The Ukrainian parliamentary elections were held in compliance with democratic norms," Thierry Mariani, a former French minister, told a Kiev press conference Monday. "We conclude that they were broadly in line with international standards."

With barely half the votes counted by Monday evening, it seemed clear that the Party of Regions was set to win about 36 percent of the votes, a clear expression of its traditional support in the Russian-speaking eastern Ukraine. Second, with up to 25 percent, is the Fatherland bloc of Ms. Tymoshenko, whose imprisonment last year on charges of abusing power while she was prime minister has been the main cause of worsening relations between Yanukovych's government and the EU.

"There was a lot of talk about Tymoshenko's waning relevance, because she is in prison and other reasons, but it turns out that her party is as strong as ever," says Olexander Sushko, research director of the independent Institute for Euro-Atlantic Cooperation in Kiev.

"It's actually a bit of a surprise, but it clearly means that she and her party command the support of a stable part of the electorate.... That's very important to keep in mind," he adds.

Another constant but significant fact of Ukrainian political life is that the Communist Party, which usually aligns with the Party of Regions, appears to be on track for a solid third place showing of around 15 percent. This means that Yanukovych may expect continuing pressure on his left flank to continue populist social policies, move closer to Moscow on the geopolitical arena, and to upgrade the status of the Russian language in Ukraine.

But the ascent of two new parties to the Rada may have more unpredictable consequences. The ultra-nationalist, western Ukraine-based Svoboda (Freedom) party surprised everyone by winning over 8 percent of the votes and will have a substantial cohort, for the first time, in the Rada. The rise of Svoboda, which lionizes Ukrainian "freedom fighters" of the past ? whom the Russians label "Nazis" ? and supports Ukrainian-language-only policies in a country that history made intractably bilingual ? is sure to irk Moscow and could lead to heightened political turmoil in Kiev.

Many people worry about Svoboda's aggressive nationalist ? some say racist ? outlook, but some Ukrainian experts say those fears are exaggerated.

"Svoboda is a right-wing nationalist party, but not unique in Europe," says Mr. Sushko.

"It can be compared with Marine Le Pen's National Front in France, or the True Finns in Finland. They are certainly ideological, with emphasis on traditional values and the ethnic nature of the nation, but they're part of the European landscape," he says.

The other surprise was the fourth place showing of boxing champion Vitali Klitschko's party, UDAR (Punch), which is Kiev-based and liberal in outlook, but is primarily a vehicle for Mr. Klitschko's personal ambitions. The result will be a personal disappointment for Klitschko, who had hoped for second place, but will nonetheless leave him in command of a substantial parliamentary cohort.

"The Party of Regions is not unhappy with the entrance of UDAR into the Rada," says Vladislav Lukyanov, a leading Party of Regions deputy.

"The Rada is being refreshed with new talent, and it won't be the same old tug-of-war between two political forces.... This is good, and I think it will help Europeans to see that Ukraine is a developing democracy that has made a European choice. It is to be hoped that European doubts about us will be eased and that they will return to the path of negotiations, even if they don't consider the Party of Regions to be the ideal partner," he adds.

In the almost three years since Yanukovych was narrowly elected over his main rival, Tymoshenko, he's moved Ukraine away from the pro-Western policies of his predecessor, Orange Revolution leader Viktor Yushchenko, and tried to balance relations between Russia and the West.

But the imprisonment of Tymoshenko and other top opposition leaders alienated Europe, while deepening financial distress has forced Yanukovych to turn toward Moscow, which hopes to lure Ukraine into a Russian-led former Soviet customs union.

Experts say that little is likely to change, at least in the short term, except that Yanukovych's margin of maneuvering will be more narrow.

"Yanukovych will go on trying to play off East against West," in hopes of gaining advantages for Ukraine's flagging economy, says Mr. Nebozhenko.

"Now he will be able to tell the Russians that the Svoboda faction in the Rada won't permit Ukraine to join Moscow's customs union, and he'll be able to point to the strong Communist Party, when explaining his other pro-Moscow moves to the Europeans. That's the game plan," he adds.

Updated at 1:33 p.m. ET:?A search was under way Monday for two crew members of the stricken ship HMS Bounty, which sank off the coast of North Carolina after it was caught in Hurricane Sandy, the U.S. Coast Guard said.?Earlier Monday, two Coast Guard helicopters rescued 14 people from life rafts after they were forced to abandon ship.

"It appears that two crew members didn't make it onto the life rafts," Coast Guard spokesman Lt. Michael Patterson told NBC News. The Coast Guard was speaking with the rescued crew members to find out more details.


Coast Guard rescue pilot Lt. Jenny Fields told NBC News that the operation was a "challenging hoist" but that she was lucky to have a "skillful crew" on her Jayhawk helicopter.

Fields said the crew appeared in "good spirits" and those rescued were "happy to be able to relax."

'It was huge out there'
Coast Guard rescue swimmer Randy Haba helped pluck several crew members off a 25-foot rubber life raft. He was also lowered to a crew member floating in the water alone. He wrapped a strap around his body, and raised him to the chopper.

"It's one of the biggest seas I've ever been in. It was huge out there," Haba told The Associated Press.

The two missing crew members were wearing survival suits designed to help keep them afloat and protected from cold waters for up to 15 hours, but so far the Coast Guard has not seen any sign of them.

The 180-foot, three-mast ship issued a distress signal late Sunday after taking on water, the U.S. Coast Guard said in a release.

The director of the HMS Bounty Organization, Tracie Simonin, said the ship -- which was built for the 1962 Marlon Brando movie, "Mutiny on the Bounty" --?had left Connecticut last week en route for St. Petersburg, Fla.

"They were staying in constant contact with the National Hurricane Center," she said. "They were trying to make it around the storm."

After receiving the distress signal, the Coast Guard sent out an aircraft to speak with the crew, which reported that the vessel was taking on water and had no propulsion.

The rescue took place in winds of 40 mph and 18-foot seas about 90 miles southeast of Cape Hatteras, N.C.

Those rescued were taken to Elizabeth City, N.C. Most of the crew were in their 30s, although one man appeared to be in his 70s, Coast Guard officials said.?

Anxious family members
The mother of one of the crew members said she had talked to her daughter after the rescue. Mary Ellen Sprague said her 20-year-old daughter Anna Sprague had been aboard the HMS Bounty since May. The ship was going to spend the winter in Galveston, Texas.

Sandy strengthens as it bears down on eastern US

"She was probably the youngest member of the crew," Mary Ellen Sprague told the AP.

She said she had not learned many details yet because her daughter, normally talkative and outgoing, was being uncharacteristically quiet.

She was upset because the ship's captain and another crew member were still missing, Sprague said from her home in Savannah, Ga.

Glimpse into maritime history
The Bounty makes frequent trips around the country, offering a glimpse into maritime history, according to the ship's website, which appeared to be down Monday. It was originally a British transport vessel, and the replica has appeared in several films, including the 2006 movie "Pirates of the Caribbean: Dead Man's Chest," with Johnny Depp. Its last stop before its winter hiatus in Galveston, Texas, was to be in St. Petersburg, Fla., on Nov. 10.

The storm, which strengthened overnight off the mid-Atlantic coast.?was forecast to make landfall Monday night, likely in central or southern New Jersey.

Chrysler-Fiat CEO wants to unify the automakers by 2015

DETROIT (Reuters) - Sergio Marchionne, chief executive of both Fiat SpA and Chrysler Group LLC, said he wants to achieve "unification" of the two automakers by 2015, but first he needs to fix Fiat's finances, which have been hit by a sagging European economy.

"The objective has always been to try and bring unification by 2014 or 2015," Marchionne said on a Chrysler conference call on Tuesday. "I'd still like to see that done."

Marchionne said that Fiat still intends to complete the purchase of all of Chrysler, but the Italian automaker must fix its own house before adding on to it.

"It is clear that given Fiat's capital requirements and the availability of liquidity today," said Marchionne. "It is highly unlikely that we would be able to finance a takeout of the minority stake in Chrysler, unless something extraordinary happens and we find liquidity through other means."

How that comes about "has yet to be determined given the fact that our primary objective right now is that of fixing the European environment."

Marchionne made his comments as he addressed Fiat's plan to purchase the remaining 41.5 percent of Chrysler that it does not own. That stake is held by a United Auto Workers union healthcare trust for retired Chrysler workers, a voluntary employees beneficiary association (VEBA).

Fiat has raised its ownership to 58.5 percent of Chrysler, up from the 20 percent share it took after the U.S. automaker's 2009 bankruptcy.

Marchionne said the only commitment he can make now is that Fiat will press ahead with its plan to purchase 3.3 percent of Chrysler every six months by exercising a call option allowed in the 2009 bankruptcy agreement with the U.S. Treasury.

Fiat can buy up to 16.58 percent of Chrysler in this fashion, which could increase Fiat's stake in the Michigan-based automaker to about 75 percent.

NO UPDATE ON LAWSUIT

Fiat sued the healthcare trust in September because the trust did not sell the 3.3 percent share in July as Fiat had filed for. The two sides differ on the price that Fiat is to pay for the increased share. Fiat offered $139.7 million.

Marchionne said on Tuesday that there was no update on the lawsuit.

The July call option was the first one to be exercised by Fiat. Marchionne has said Fiat plans to exercise another call option in January.

In 2007, Chrysler, General Motors Co and Ford Motor Co each spun off their retired worker healthcare obligations into a separate trust. This enabled the automakers to offload what had become an unmanageable drain on their assets and enabled them to be more competitive with Japanese, German and Korean auto manufacturers in the U.S. auto market.

Nothing in the cells but the bare minimum of what would be needed, and since everyone starts off locked down the weapons are out of thier reach, or you could just explain it that I had no control over the photos, I didnt take them my self ;)

Ukraine president's party cruises toward election win

KIEV, Ukraine -- Ukrainian President Victor Yanukovych's?party is on course to secure a parliamentary majority after an election, but will face an opposition boosted by resurgent nationalists and a liberal party led by boxing champion Vitaly Klitschko.

Exit polls and first results from Sunday's vote showed Yanukovych's Party of the Regions would, with help from long-time allies, win more than half the seats in the 450-member assembly after boosting public sector wages and welfare handouts to win over disillusioned voters in its traditional power bases.


"It is clear the Party of the Regions has won," Prime Minister Mykola Azarov told reporters. "These elections signal confidence in the president's policies."

Victory for the pro-business Regions party, which represents the interests of the wealthy industrialists bankrolling it, will underpin the leadership of the president, who comes up for re-election in the former Soviet republic in 2015.

His rule since taking power in February 2010 has been marked by an accumulation of presidential powers and tension with the West over the imprisonment of his rival, opposition leader and former prime minister Yulia Tymoshenko.

Balloting is in two parts, with half the seats allotted to individual candidates winning local district polls and half to parties according to their share of the vote nationally.

Partial results from the Central Election Commission showed the Regions winning 118 constituencies; that, with its projected national vote, would give the party 205 seats. With support from allies such as the communists and independents, the Regions appear certain to reach the 226 seats needed to form a majority.

The main, united opposition bloc, which includes Tymoshenko's Batkivshchyna (Fatherland), was in second place on the party list vote and leading in 36 individual districts.

The Regions appeared to have fared well despite the government's unpopularity and the authoritarian image of Yanukovych, which does not sell well across the country.

Its success was due in part to increased state handouts and promises to enhance the status of the Russian language - an important pledge for Russian-speaking voters in the president's eastern power base, who fear being at a disadvantage to native speakers of Ukrainian.

The introduction of constituency voting also favored Regions candidates, who could draw on state resources.

Svoboda surprise
The biggest surprise came from the nationalist Svoboda (Freedom) party which, according to partial results, won about 7.8 percent in the party-list voting. This means it will have significant representation in parliament for the first time.

The unexpectedly strong showing by Svoboda -- which is based in the Ukrainian-speaking west, pursues a strongly Ukrainian nationalist agenda and opposes attempts by the Regions to promote the use of Russian language -- bolstered the ranks of an opposition which has been weakened by the jailing of Tymoshenko.

The other new opposition wild card in parliament will be held by UDAR. Led by boxer Klitschko, under an acronym meaning "punch", the party was in fourth place behind the Regions, communists and the opposition bloc that includes Batkivshchyna.

Many voters made clear they were frustrated with the performance of the established political parties over the past few years. Corruption is a big concern in Ukraine and many of the 46 million Ukrainians face economic hardship.

"We have seen some parties in power and others as well," said Tetyana, 27, referring to Batkivshchyna and the Regions.

"We have seen the results," she added, after voting in Kiev.

Even in the industrial and coalmining city of Donetsk, Yanukovych's main stronghold in the east of the country, many voters said they were disillusioned by the government's record.

"I voted for the Regions Party but simply because it is the lesser of the evils. I can't say I am a great fan of the Regions, but all the rest are worse," said 58-year-old Viktor Grigoryev, a head of section in the construction sector.

Observers' verdict
Tymoshenko was jailed for seven years last year for abuse of office over a 2009 gas deal with Russia which she made when she was prime minister. The Yanukovych government says the agreement saddled Ukraine with an enormous price for gas supplies.

The second most populous of the former Soviet states, a major exporter of steel and grain sandwiched between Russia and the European Union, Ukraine is more isolated politically on the international stage than it has been for years.

It is at odds with the United States and the European Union over Tymoshenko, and does not see eye to eye with Moscow, which has turned a deaf ear to Kiev's calls for cheaper gas.

In Ukraine, the government is also blamed for not stamping out corruption and has backed off from painful reforms that could secure much-needed lending from the International Monetary Fund (IMF) to shore up its export-driven economy.

With the West seeing the poll as a test of Ukraine's commitment to democracy after Tymoshenko's imprisonment, interest will focus on the judgment by observers from the OSCE European security and human rights body later on Monday.

A well-prepared 'borshch'
Klitschko, the 6 ft. 7 in.-tall WBC heavyweight boxing champion, will now enter parliament at the head of his new party and could be a towering force in the assembly. He has been critical of corruption and cronyism under Yanukovych.

He says his party will team up with Arseny Yatsenyuk, who leads the united opposition in Tymoshenko's absence, as well as with other opposition groups, including Svoboda -- though his refusal to join a pre-election coalition engendered suspicion.

He ruled out any pact with the Regions. "We do not foresee any joint work with the Party of the Regions and its communist satellite," he said. "We are ready to work with those political parties which propose a European path of development."

Svoboda leader Oleh Tyahnybok, a 43-year-old surgeon, pledged to stick by a pre-election agreement and work with Yatsenyuk and other opposition leaders in parliament. He also pressed Klitschko to formally join the united opposition.

"We can only hope that, having looked at the situation which has emerged, Vitaly Klitschko will unite with us," he said.

Political analyst Volodymyr Fesenko, of the Penta think tank, said the biggest "sensation" was Svoboda's success and that it reflected a protest against the political establishment.

"The Ukrainian political borshch has got a bit more spicy," he said, referring to the soup that is a national dish. "There will be more pepper -- but how it is going to taste is another question."

All US exchanges shut down before Hurricane Sandy

(AP) ? All major U.S. stock exchanges will remain closed with Hurricane Sandy due to make landfall on the East Coast.

There had been plans to allow electronic trading to go forward Monday on the New York Stock Exchange, but with all mass transit shut down, getting people in and out of New York was determined to be too dangerous.

Electronic trading will shut down 15 minutes early.

Though it's likely to carry little market relevance, the Dow Jones industrial futures are down 67 points to 12,987. The broader S&P futures have given up 8.10 points to 1,399.50. Nasdaq futures are down 18 points to 2,641.

Some companies are also postponing quarterly earnings reports scheduled for release early this week. So far, that includes Pfizer Inc. and Thomson Reuters.

South Africa police fire rubber bullets at striking miners

RUSTENBURG, South Africa (Reuters) - South African police fired rubber bullets and teargas on Tuesday at striking Amplats miners who were protesting against a union-brokered deal to end a six-week wildcat walkout at the top platinum producer.

As they moved into a shanty town near the mines, police also deployed water cannons and stun grenades against groups of protesters armed with wooden sticks and stones. Women and children fled as they fanned out through the maze of tin huts.

One protester was dragged away bleeding heavily and unable to walk, and was treated by paramedics, a Reuters witness said.

The strikers at Anglo American Platinum (Amplats) mines near Rustenburg, 120 km (70 miles) northwest of Johannesburg, had been due to return to work following a company offer to reinstate 12,000 men sacked for downing tools six weeks ago.

"We are not giving up, we will soldier on," said striker John Tonsi, who had been shot in the leg by a rubber bullet. "We will fight for our cause until management comes to its senses."

Months of labor unrest in the mines have hit platinum and gold output, threatened growth in Africa's biggest economy and drawn criticism of President Jacob Zuma for his handling of the most damaging strikes since the end of apartheid in 1994.

Amplats said at the weekend it had reached a deal with several unions and would be offering sweeteners, such as a one-off hardship payment of 2,000 rand ($230), to end a strike that has crippled production.

A return to work on Tuesday was one of the conditions attached to the deal.

However, at Amplats' Thembelani mine, hundreds of miners barricaded a road with burning tires, and police said an electricity sub-station at another mine was set alight.

Amplats said it was still working out attendance numbers at its four strike-hit Rustenburg mines. For the past few weeks, fewer than 20 percent of staff have been turning up.

PAYMENT SWEETENERS

The strikes have shone a harsh spotlight on South Africa's persistent income inequality and the promise by Nelson Mandela's African National Congress (ANC) to build "a better life for all" following the end of white-minority rule.

The strikes have also been a major test for Zuma, who faces an ANC leadership election in December.

Even though his handling of the unrest has caused internal party concern, he remains favorite to win re-election, teeing him up for another five years as national president from 2014.

Management threats of mass dismissals, along with pay sweeteners, have ended most of the strikes in the last two weeks, but workers at Thembelani said they were determined to hold out.

Their main demand is for Amplats to match a salary increase of up to 22 percent offered by rival Lonmin after a violent wildcat walkout at its nearby Marikana platinum mine in August.

The Lonmin offer came in the wake of the police killing of 34 miners on August 16, the bloodiest security incident since apartheid. Lonmin said on Tuesday it wanted to raise $800 million via a rights issue to help it recover from the strikes.

MacDonald Motsaathebe, who has been with Amplats for 12 years, said workers did not agree to the deal struck at the weekend between Amplats and unions including the National Union of Mineworkers.

"We didn't agree to the offer. We want 16,000 rand. Lonmin miners got it, and we want it," said the 35-year-old, whose salary supports nine people. "We earn peanuts."

Strikers at gold firms including AngloGold Ashanti and Gold Fields returned to work last week after threats of mass dismissals and an offer of a small pay increase.

The next wave: Google's refreshes its Nexus line

Android CentralThere won't be a launch event, but that doesn't mean launches aren't happening. Google today announced a new Nexus phone, along with a new tablet -- and updated a current one. Here's the breakdown of what you need to know:

  • Nexus 4 by LG: There's not a whole lot about this phone we didn't know, but it's now official. You'll be able to get an unlocked Nexus 4 starting Nov. 13. There's an 8GB version for $299, and a 16GB version for $349. There currently are no LTE versions, but it's coming to T-Mo U.S. on contract. UK prices start at £239.
  • Nexus 7 refreshed: This guy's been around for a few months now. The bottom end is now a 16GB version for $199, and 32GB for $249. You can find it in various retailers already.
  • Nexus 10 announced: Samsung's back with a 10-inch Nexus tablet. Pure Google. It's running $399 for a 16GB version, and $499 for a 32GB model. It'll be available Nov. 13 in the U.S., UK, Australia, France, Germany, Spain, Canada and Japan. In the UK, prices start at £319.
  • Android 4.2: And, of course, we've got a new update to Android. It's still called Jelly Bean. New features include "photo sphere" for the camera, which basically is a 360-degree panorama. The keyboard's gained gesture typing and improved prediction. There's a new "Daydream" feature for when your device is docked. Tablets get support for multiple users. And that's just the tip of the iceberg.
